SECTION 19 – AFFILIATION
19.0 a. Affiliation privileges shall be applicable for all divisions of U11 and above. 6.10.07
19.1 Teams may choose 1 of 2 affiliation systems: 6.11.06
        a. team to team affiliation
        b. special affiliation with 19 players at large 
19.2 Deadline January 15 – All development, Minor Junior, and competitive teams applying for team to team affiliation and/or affiliating 19 special affiliate players, must be identified in the HCR prior to the player being used in a game, no later than January 15. 6.7.14 
19.3 Players shall be permitted to affiliate with only 1 team, except a player 16 years of age or older may be selected as an affiliate with two of the following in the same season: a) A Major Junior team, b) a Junior A team, or c) a Junior B team. 11.10.18 
19.4 a. First year players in a division may affiliate to a higher category within their division. Second year players in a division may affiliate to a higher category within their division or to the next division. 6.11.06
        b. In the U15 and U18 divisions, players may affiliate to a higher category within their division, or a higher division.6.11.06          c. Additionally, first year or second year female players in a division may also affiliate to a higher female category within their division or to the next female division. 6.4.16
        d. The NBMHC shall not allow rostered development players to play as affiliate players for competitive level teams. Rostered competitive AA, A, B level players may not play as affiliates for ‘C’ level teams. 6.8.13
        e. Players may affiliate to a higher division or category (i.e. B to A, A to AA) provided the teams are not playing in the same league schedule. 6.15.08
        f. Players rostered to ‘C Level’ teams can only affiliate to competitive level teams within their same community club. Should the community club not offer a competitive team in that division, the player may affiliate to a competitive team in a neighboring community club. On a case-by-case basis and at the discretion of the area’s District Director; a competitive level player whose association does not have a competitive team in a higher category, may grant permission to affiliate from a competitive team to a “C” team in a higher division. Such an affiliation must have 23 NBMHC Operations Manual Amended May 2021 final written approval from the HNB Minor hockey chairman and filed with HNB’s executive director. 8.25.20
19.5 All affiliate players, excluding approved lower category rostered affiliates for U18 Major AAA, U18 AAA, and U15 AAA teams must be an active player for the team on which they are rostered. Active is defined as participation in one league game, with the team on which the player is rostered. 6.2.12
19.6 Minor players affiliating to a higher division or category (including Junior) team must have their Association/Club President’s, EDZA Chair, or designate’s written approval. If an affiliated player is needed, the Association/Club President’s, EDZA Chair, or designate of the affiliate player’s team must give his consent before asking the affiliated player to participate in a game or practice. 6.4.16
19.7 Approval of Special Affiliate Players 6.2.18 a. Higher level or category team coach send an email to the parent of the lower level or category team player asking the permission to affiliate the player b. The parent accepts by answering the email. The higher level or category team coach then forward the email to the lower level or category team coach asking for his approval c. The lower category coach approves by answering the email. The higher level or category team coach then forwards the email to the Community Club or EDZA President for the final approval of the affiliation d. The Community Club or EDZA President approves the affiliation by answering to the higher level or category coach and enters the affiliation into the HCR (Hockey Canada Registry) e. HNB Minor Council District Director approves the affiliation in the HCR (Hockey Canada Registry)
19.8 Number of Games
        a. A player of a team of a lower Division or category of the same club, or of an affiliated team, or a specially affiliated player, may affiliate to a team or teams of higher Divisions and categories at any time, to a maximum of ten (10) games. However, if the player’s registered team completes its regular season and playoffs before the player’s affiliated team or teams, the player may thereafter affiliate an unlimited number of times. For goaltender exceptions see HNB Regulation 106g. For affiliated goaltenders, specifically in call-up situations, teams and off-ice officials must ensure that during games, it is clearly identified on the game scoresheet that the affiliated goaltender did play (was inserted in the game at some point). 11.10.18
        b. Exhibition and/or tournament games, which are not part of regular league games or playoff games, are not counted in the number of games in which an affiliate player participates. 6.11.06
        c. A suspended player, whose team has been eliminated from further competition for the year, may serve his suspension with his higher category affiliate team provided he has played a minimum of 1 game as an affiliate. A player who receives a suspension with his higher category affiliate team, and that team is subsequently eliminated from further competition for the year before the full suspension has been served, may complete his suspension with his own lower category team. If a player 24 NBMHC Operations Manual Amended May 2021 is suspended with his higher category affiliate team, the player must serve the suspension with the higher category affiliate team. If a game counts toward the serving of a suspension, then it in effect counts as a game played. 6.8.13

PARTIE 19 – AFFILIATION

19.1 Deux systèmes d’affiliation sont offerts au choix des équipes : 6.11.06
        a. affiliation d’une équipe à une autre
        b. affiliation spéciale générale de 19 joueurs
19.2 Dates limites 15 janvier – Les demandes d’affiliation d’équipe à équipe et d’affiliation spéciale de 19 joueurs des équipes de niveau développement, junior mineur et compétitives Manuel des opérations du CHMNB Page 26 doivent être déclarées dans le RHC au plus tard le 15 janvier, avant que les joueurs en question participent à un match. 6.7.14
19.3 Les joueurs sont autorisés à s’affilier à une seule équipe, sauf un joueur de seize (16) ans ou plus, qui peut être sélectionné comme joueur affilié par deux équipes parmi les suivantes pour une même saison : a) une équipe junior majeur; b) une équipe junior A; c) une équipe junior B. 11.10.18
19.4 a. Les joueurs qui en sont à leur première année dans une division peuvent s’affilier dans une catégorie plus élevée au sein de leur division. Les joueurs qui en sont à leur deuxième année dans leur division peuvent s’affilier dans une catégorie plus élevée au sein de leur division ou dans la division suivante. 6.11.06
        b. Dans les division bantam et midget, les joueurs peuvent s’affilier dans une catégorie plus élevée au sein de leur division ou dans une division plus élevée. 6.11.06
        c. Dans les associations de hockey féminin, les joueuses qui en sont à leur première ou deuxième année dans une division peuvent aussi s’affilier dans une catégorie plus élevée dans leur division ou dans la division suivante au hockey féminin. 6.4.16
        d. Le CHMNB ne doit pas permettre aux joueurs inscrits à l’alignement d’une équipe de niveau développement de jouer comme joueurs affiliés avec des équipes de niveau compétitif. Les joueurs inscrits à l’alignement d’une équipe de niveau compétitif AA, A et B ne peuvent jouer comme joueurs affiliés avec une équipe de niveau ‘C’. 6.8.13
        e. Les joueurs peuvent s’affilier dans une division ou une catégorie supérieure (p. ex. de B à A ou de A à AA), à la condition que les équipes en cause ne partagent pas le même calendrier de ligue. 6.15.08
         f. Les joueurs inscrits à l’alignement d’une équipe de niveau C ne peuvent s’affilier qu’à des équipes de niveau compétition qui font partie de leur club communautaire. Si un club communautaire n’a pas d’équipe de compétition dans cette division, les joueurs peuvent s’affilier à une équipe de compétition d’un club communautaire voisin. Au cas par cas et à la discrétion du directeur de district de la région; un joueur de niveau C dont l'association n'a pas d'équipe compétitive dans une catégorie supérieure au sein de son association, peut accorder la permission au joueur compétitif de s'affilier à une équipe «C» dans une division supérieure. Une telle affiliation doit avoir l'approbation écrite finale du président du hockey mineur de HNB et déposée avec le directeur exécutif de HNB. 8.25.2020
19.5 Tous les joueurs affiliés, à l’exclusion des joueurs d’une catégorie inférieure dont l’affiliation est authorisée pour les équipes midget majeur AAA, midget AAA et bantam AAA, doivent être actifs au sein de l’équipe à l’alignement de laquelle ils sont inscrits. « Actif » se dit du joueur qui a participé à un match de ligue avec l’équipe à l’alignement de laquelle il est inscrit. 6.2.12 Manuel des opérations du CHMNB Page 27
19.6 Les joueurs de hockey mineur qui s’affilient avec une équipe d’une catégorie ou classe supérieure (junior y compris) doivent obtenir l’approbation écrite du Président du Club ou de l’association, du président de la ZRHÉ, ou la personne désignée, avant que le joueur en question ne soit invité à participer à un match ou à une séance d’entraînement. 6.4.16
